Improved Drought Monitoring in Western U.S.

We are working to incorporate groundwater into the VIC model in a computationally efficient way. The idea is to employ this ground/surface water model in the Westwide forecast domain to improve model estimates of soil moisture and to allow for drought characterization that includes groundwater levels.
