Before leaving the U. of Washington in March 2008, Andy designed and directed the implentation of this model-based monitoring, prediction and analysis platform for Washington State. As part of this effort, he created the 1/16th degree Washington State VIC model that is embedded in the system. Shrad Shukla, the student working on the effort, is now supervised by Dr. Dennis Lettenmaier.

Shrad helped to implement the hydrologic modeling, monitoring & prediction activities, and will be pursuing research into the use of experimental model-based drought and flood risk prediction approaches.
